The IEEE always keeps the ballot open until it receives the minimum response
required by their rules (75%) regardless of the deadline (that is the later
of the deadline or 75% response). Other than that, I don't have much
control over extending. I'll check to see if they can extend it a week or
so. Please keep in mind, that this revision already passed on 1st ballot.
This is just a recirculation due to changes made to address various
comments. While these changes aren't substantial from the perspective of
the language specification, the IEEE would consider them more than editorial
spelling fix type of changes. Therefore, the need for the recirculation.
