With a re-circulation ballot your earliest RevCom target is the December
meeting. This puts it too close to 1076-1999 to merit all the extra work.
It also makes it unlikely that any tool vendor would add support for 1076a
without also adding support for 1076-1999 at the same time. Therefore,
I prefer to merge 1076a with 1076-1999.
